Prepare uploaded Post generation references

Account Post reference preflight delegates unchanged to the canonical POST /api/generate/reference-preflight owner. Required credential scope: a_to_z.manage. Actor, workspace and web surface come from the authenticated Account dispatcher. Supply the canonical version, references, output owner and retained receipt fields; ownership, safety, package scope and receipt freshness remain canonical. A pending receipt is not accepted reference admission or generation completion.

Untrusted explicit workspace UUID. Omitted selects Personal. Workspace commands require current membership, role, surface and grant; explicit denied selection never falls back. Account-owned commands reject a nonpersonal selected workspace. One Account surface key spans currently authorized workspaces; selecting a workspace never issues another key.
